  1. Scope · Agree the outcomes, participating schools, users and the evidence the programme needs.
  2. Set up · Give every site the same starting routine, a named contact and the minimum records to keep.
  3. Support · Check participation early and respond to barriers such as training time, connectivity or staffing.
  4. Review · Look at record completeness before comparing sites, then discuss what the evidence suggests.
  5. Report · Share results with their sources, coverage and limits, and agree what changes in the next period.

Keep the programme record small and owned

Choose the few records that answer your programme questions, for example which schools are active, which teachers are using planning and assessment tools, and which assessments have been completed. Name who maintains each record and when it is reviewed. A short list that every site can keep complete is more useful than a long one that is not.

Plan for each site’s conditions

Training time, connectivity, staffing and school calendars differ between schools and regions. Record these conditions next to participation so a quiet site is understood before it is judged. Agree how a school reaches the implementation team and how quickly a barrier should be followed up.

Separate delivery from learning results

Activity records show whether the programme reached schools and teachers. Learning results need comparable assessments and comparable groups, and a change over time does not show cause on its own. Read the two together, and read how Kurasa defines its own figures before quoting one.

What to bring to a first conversation

The locations and number of schools, the grades and learner groups, the programme timeline and school calendar, the outcomes and indicators your funder expects, any systems or datasets already in use, the training and support you will provide yourselves, and any data-sharing or consent requirements from the education office. A short written brief is enough to begin scoping.
