KISEL is the digital licensing, inspection and self-evaluation system built for Ghana’s National Schools Inspectorate Authority (NaSIA). Kurasa Africa builds it; ESDEV Foundation Africa delivers it in Ghana. The MoU was signed in October 2025.

How it is delivered
The April 2026 implementation plan sequences three iterations so NaSIA can go live with a working licensing system before the wider inspectorate stack is finished. Iteration 1 is forms, payments and certificates. Iteration 2 adds inspections. Iteration 3 adds school self-evaluation (SSE), national reporting and a partner API.
That plan set prototype work for the end of May 2026, hosting for mid-June, and Iteration 1 go-live for the end of June. We will update this page as each iteration ships.
Three iterations
Iteration 1
The full proprietor path from Letter of Introduction to a provisional certificate — with fee payment and USSD status from day one. April 2026 plan: public go-live 16–20 June.
Iteration 2
Verification and compliance inspection forms, officer dashboards, scheduling, scoring thresholds and the full licence. April 2026 plan: July–September.
Iteration 3
School self-evaluation (SSE), a national command view, Teaching, Learning & Assessment Platform (TLAP) evidence from Workspace, and a partner API. April 2026 plan: from October.
Iteration 1
A forms-first release: every licensing form digital, validated, role-appropriate, and connected to NaSIA’s review. Schools cannot submit without paying. Officers can issue letters and certificates from the same file.
Letter of Introduction, Application for Authorisation (with a business-registration check via Ghana’s Registrar General’s Department, RGD), Expression of Interest, and Notice of Intent — each unlocked by the previous step.
An Approval Letter, a Temporary Licence and a Provisional Licence — generated as branded PDFs from the application record, not retyped.
LoI, AfA, EoI and NoI each require a fee. Channels include mobile money and GhIPSS. If the gateway is not ready at soft launch, Standards & Licensing (S&L) can confirm payment by hand.
NaSIA’s existing shortcode is in scope from Iteration 1 for status checks and push notices. Workflow events also alert proprietors and Standards & Licensing by SMS and email.

Held back on purpose
Inspection scheduling, Inspection Services Department (ISD) tools, school self-evaluation (SSE), Support Inspector, a national analytics dashboard and Kurasa’s Teaching, Learning & Assessment Platform (TLAP) all wait until a school already has a licence file. After Iteration 1 go-live, the first window is for fixes and edge cases — not new features.
Verification Inspection Form and Compliance Inspection Form, auto-filled reports, Full Licence, recommendation letters, ISD dashboards, a six-month temporary-licence window tracker, and inspection-date reminders on USSD.
Termly school self-evaluation, Support Inspector review, SMART objectives, development categories, a national command view, and TLAP so SSE evidence can come from daily Workspace use — then a partner API for curriculum, assessment and NGO programmes.
Who it is for
Proprietors apply. Standards & Licensing reviews. Inspectors visit once the file exists. Kurasa builds the software; ESDEV hosts the Ghana delivery. This is not a self-serve product page for a school in another country.
